Congress created the SBIC program in 1958 to begin closing the gap between the availability of venture capital and the needs of small businesses in start-up and growth situations. SBICs, which are licensed by the U.S. Small Business Administration (SBA), participate in a valuable partnership between government and the private sector economy. On top of their own capital, SBICs like Hercules help support small independent businesses with funds borrowed at favorable rates through the Federal Government. The small businesses qualifying for funding from the SBIC program can receive assistance in a variety of forms, including equity capital, long-term loans and expert management assistance.
